Senator Negron moved the following:

3 Between lines 172 and 173
4 insert:
5 Section 2. Paragraph (e) is added to subsection (1) of
6 section 394.875, Florida Statutes, to read:
7 394.875 Crisis stabilization units, residential treatment
8 facilities, and residential treatment centers for children and
9 adolescents; authorized services; license required.—

11 (e) The department shall modify the method of expending
12 funds for crisis stabilization services to establish per diem
13 reimbursement for covered services to ensure that state funding
14 is exclusively used for payment of services actually provided to
15 qualified patients. The department may not contract for bed
16 availability. Available funds shall be used to reimburse a
17 variety of providers, including public receiving facilities,
18 community mental health programs, licensed acute care hospitals,
19 or other approved facilities. Reimbursement shall be limited to
20 appropriated funds and the new payment system shall be
21 implemented by July 1, 2013.

29 manager for, and the community living support plan of,

31 facility; amending s. 394.875, F.S.; requiring that
32 the Department of Children and Family Services modify
33 the method of expending funds for crisis stabilization
34 services; prohibiting the department from contracting
35 for bed availability; providing that available funds
36 be used to reimburse a variety of specified providers;
37 providing that reimbursement is limited to
38 appropriated funds; providing for implementation of
39 the new payment system by a specified date; amending
40 s. 400.0078, F.S.; requiring
