The Committee on Governmental Oversight and Accountability
(Ring) recommended the following:

4 and insert:
5 112.920 110.1225 Furloughs.—If When a deficit is projected
6 or certified to occur by the Revenue Estimating Conference
7 pursuant to s. 216.221 216.136(3), in any state agency fund that
8 supports salary and benefit appropriations for state employees,
9 the affected state agency or the judicial branch, upon approval
10 of the Governor or the Chief Justice of the Supreme Court, as
11 applicable, Administration Commission may propose a furlough
12 plan and related budget amendments for consideration by the
13 Legislative Budget Commission. The commission, after consulting
14 with the Revenue Estimating Conference regarding the projected
15 deficit, may to the Legislature, which must approve or
16 disapprove such plan and budget amendments in total. This
17 section is subject to the notice and review procedures set forth
18 in s. 216.177. The plan must identify all affected positions and
19 ensure that all affected employees within a budget entity are
20 subject to the same reduction of hours for the same number of
21 pay periods with a commensurate reduction in pay.
22 (1) If authorized by the Legislature as a cost-savings
23 measure to address anticipated short-term shortfalls to funds
24 that support salary and benefit appropriations for state
25 employees for a specified fiscal year, a state agency or the
26 judicial branch may also impose furloughs as directed by the
27 Legislature in the General Appropriations Act.
28 (2) For the purposes of this section, the term “furlough”
29 means a temporary reduction in the regular hours of employment
30 administered as leave without pay.
