    4  and insert:
    5         (II) In considering a surplus lines insurer’s request for
    6  approval of its plan, the office must determine that the surplus
    7  lines insurer initially meets and, based on written proof
    8  submitted annually to the office by the insurer, continues to
    9  meet the following requirements:
