    1                        A bill to be entitled                      
    2         An act relating to child care facilities; providing a
    3         short title; amending s. 402.305, F.S.; requiring
    4         vehicles used by child care facilities and large
    5         family child care homes to be equipped with an alarm
    6         system that prompts the driver to inspect the vehicle
    7         for children before exiting the vehicle; requiring the
    8         Department of Children and Family Services to adopt
    9         rules and maintain a list of approved alarm systems;
   10         providing an effective date.

   12  Be It Enacted by the Legislature of the State of Florida:
   13  
   14         Section 1. This act may be cited as the “Haile Brockington
   15  Act.”
   16         Section 2. Subsection (10) of section 402.305, Florida
   17  Statutes, is amended to read:
   18         402.305 Licensing standards; child care facilities.—
   19         (10) TRANSPORTATION SAFETY.—
   20         (a) Minimum standards shall include requirements for child
   21  restraints or seat belts in vehicles used by child care
   22  facilities and large family child care homes to transport
   23  children, requirements for annual inspections of the vehicles,
   24  limitations on the number of children in the vehicles, and
   25  accountability for children being transported.
   26         (b)1.On or before January 1, 2013, such vehicles must be
   27  equipped with an alarm system approved by the department which
   28  prompts the driver to inspect the vehicle for children before
   29  exiting the vehicle.
   30         2. The department shall adopt rules to administer this
   31  paragraph and shall maintain a list of alarm manufacturers and
   32  alarm systems that are approved to be installed in such
   33  vehicles.
   34         Section 3. This act shall take effect July 1, 2012.
