       following:

    4  insert:
    5         (3) A county or municipal ordinance may not require
    6  verification of compliance with 40 C.F.R. part 82.

    9  And the title is amended as follows:

   11         Delete line 56
   12  and insert:
   13  
   14         preemption; prohibiting requirements for verification
   15         of compliance with certain federal regulations;
   16         reenacting and amending s. 538.23(1)(a),
