Section 288.109, Florida Statutes, is amended to 6 read: 7 (Substantial rewording of section. See 8 s. 288.109, F.S., for present text.) 9 288.109 One-Stop Business Registration Portal.— 10 (1) By January 1, 2013, the Department of Revenue shall 11 establish the One-Stop Business Registration Portal that 12 provides, through an Internet website, individuals and 13 businesses with a single point of entry for: 14 (a) Completing and submitting applications for various 15 licenses, registrations, or permits that must be issued by a 16 state department or agency in order for applicants to transact 17 business in this state. 18 (b) Filing various documents that must be filed with a 19 state department or agency in order for the filers to transact 20 business in the state. 21 (c) Remitting payment for various fees that must be paid to 22 a state department or agency, including, but not limited to, 23 application fees, license fees, registration fees, permit fees, 24 and filing fees. 25 (2) After establishing the Internet website, the Department 26 of Revenue, in the most timely manner practicable, shall 27 implement the capabilities described in subsection (1). 28 (3) The Department of Revenue may competitively procure and 29 contract for services to develop and maintain the Internet 30 website for the One-Stop Business Registration Portal. 31 (4) The following departments shall cooperate with the 32 Department of Revenue in the development and implementation of 33 the One-Stop Business Registration Portal and participate in the 34 portal: 35 (a) The Department of Business and Professional Regulation. 36 (b) The Department of Economic Opportunity. 37 (c) The Department of Financial Services. 38 (d) The Department of the Lottery. 39 (e) The Department of Management Services. 40 (f) The Department of State. 41 (5) Beginning January 1, 2013, and each January thereafter, 42 the Department of Revenue shall submit to the Governor, the 43 President of the Senate, and the Speaker of the House of 44 Representatives a complete and detailed report on the activities 45 and accomplishments of the One-Stop Business Registration Portal 46 during the preceding year. The report must also include a plan 47 for expanding the portal to allow individuals and businesses to 48 submit applications through the portal for various licenses, 49 registrations, or permits issued by local governments. The 50 report may also include recommendations for improving the 51 effectiveness of the portal and increasing participation by 52 state agencies and local governments. 53 (6) The Department of Revenue may provide information 54 relevant to this section to each state agency and local 55 government that, in the conduct of its official duties, 56 participates in the One-Stop Business Registration Portal. 57 However, to the extent that such information is not otherwise 58 confidential, information collected from an individual or 59 business by a state agency or local government does not become 60 confidential solely because the information is collected through 61 the portal. 62 (7) The Department of Revenue may adopt rules to administer 63 this section. 64 Section 2. Sections 288.1092, 288.1093, and 288.1095 65 Florida Statutes, are repealed. 66 Section 3. This act shall take effect July 1, 2012. 67 68 ================= T I T L E A M E N D M E N T ================ 69 And the title is amended as follows: 70 Delete everything before the enacting clause 71 and insert: 72 A bill to be entitled 73 An act relating to the One-Stop Business Registration 74 Portal; amending s. 288.109, F.S.; changing the name 75 of the One-Stop Permitting System to the One-Stop 76 Business Registration Portal; requiring the Department 77 of Revenue to establish and implement an Internet 78 website for the One-Stop Business Registration Portal; 79 expanding the purposes of the portal; authorizing the 80 department to contract for development and maintenance 81 of the portal; revising the list of agencies that are 82 required to participate in the portal; requiring that 83 the department submit an annual report to the Governor 84 and Legislature; providing for the contents of the 85 report; providing that the department may provide 86 relevant information to state agencies and local 87 governments participating in the portal; providing 88 that information that is not otherwise confidential 89 does not become confidential because it is collected 90 through the portal; authorizing the department to 91 adopt rules; repealing s. 288.1092, F.S., relating to 92 the One-Stop Permitting System Grant Program; 93 repealing s. 288.1093, F.S., relating to the Quick 94 Permitting County Designation Program; repealing s. 95 288.1095, F.S., relating to information about the One 96 Stop Permitting System; providing an effective date.
