5 Section 1. Subsections (1), (2), (3), and (4) of section
6 339.2819, Florida Statutes, are amended to read:
7 339.2819 Transportation Regional Incentive Program.—
8 (1) The There is created within the Department of
9 Transportation a Transportation Regional Incentive Program is
10 created within the Department of Transportation for the purpose
11 of providing funds to improve regionally significant
12 transportation facilities in regional transportation areas
13 created pursuant to s. 339.155(5).
14 (2) The percentage of matching funds provided from the
15 Transportation Regional Incentive Program shall provide matching
16 funds of up to be 50 percent of project costs.
17 (3) The department shall allocate funding available for the
18 Transportation Regional Incentive Program to the districts based
19 on a factor derived from equal parts of population and motor
20 fuel collections for eligible counties in regional
21 transportation areas created pursuant to s. 339.155(5).
22 (4)(a) Projects to be funded with Transportation Regional
23 Incentive Program funds shall, at a minimum, must:
24 1. Support those transportation facilities that Serve
25 national, statewide, or regional functions and function as part
26 of an integrated regional transportation system.
27 2. Be identified in the capital improvements element of a
28 comprehensive plan that has been determined to be in compliance
29 with part II of chapter 163, after July 1, 2005. Further, The
30 project must also shall be in compliance with local government
31 comprehensive plan policies relative to corridor management.
32 3. Be consistent with the Strategic Intermodal System Plan
33 developed under s. 339.64.
34 4. Have a commitment for local, regional, or private
35 financial matching funds as a percentage of the overall project
36 cost.
37 (b) Projects funded under this section must be included in
38 the department’s work program developed pursuant to s. 339.135.
39 In identifying projects to be funded with allocating
40 Transportation Regional Incentive Program funds, the department
41 must ensure that such projects meet the requirements of this
42 section and give priority shall be given to projects that:
43 1. Provide connectivity to the Strategic Intermodal System
44 developed under s. 339.64.
45 2. Support economic development and the movement of goods
46 in rural areas of critical economic concern designated under s.
47 288.0656(7).
48 3. Are subject to a local ordinance that establishes
49 corridor management techniques, including access management
50 strategies, right-of-way acquisition and protection measures,
51 appropriate land use strategies, zoning, and setback
52 requirements for adjacent land uses.
53 4. Improve connectivity between military installations and
54 the Strategic Highway Network or the Strategic Rail Corridor
55 Network.

57 The department shall also consider the extent to which local
58 matching funds are available to be committed to the project.
