       Senator Siplin moved the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Between lines 28 and 29
    4  insert:
    5         Section 1. Section 403.70611, Florida Statutes, is amended
    6  to read:
    7         403.70611 Requirements relating to solid waste disposal
    8  facility permitting.—
    9         (1) Local government applicants for a permit to construct
   10  or expand a Class I landfill are encouraged to consider
   11  construction of a waste-to-energy facility as an alternative to
   12  additional landfill space.
   13         (2) The Department of Environmental Protection may not
   14  issue a construction permit for a new publicly or privately
   15  owned Class I landfill that will be located in the Wekiva Study
   16  Area as described in s. 369.316.

   21  insert:
   22         amending s. 403.70611, F.S.; prohibiting the
   23         Department of Environmental Protection from issuing a
