4 and insert:
5 (e) “Roofing contractor” means a contractor whose services
6 are unlimited in the roofing trade and who has the experience,
7 knowledge, and skill to install, maintain, repair, alter,
8 extend, or design, if not prohibited by law, and use materials
9 and items used in the installation, maintenance, extension, and
10 alteration of all kinds of roofing, waterproofing, and coating,
11 except when coating is not represented to protect, repair,
12 waterproof, stop leaks, or extend the life of the roof. The
13 scope of work of a roofing contractor also includes skylights
14 and any related work, required roof-deck attachments, and any
15 repair or replacement of wood roof sheathing or fascia as needed
16 during roof repair or replacement and any related work.
17 (f) “Class A air-conditioning contractor” means a
18 contractor whose services are unlimited in the execution of
19 contracts requiring the experience, knowledge, and skill to
20 install, maintain, repair, fabricate, alter, extend, or design,
21 if not prohibited by law, central air-conditioning,
22 refrigeration, heating, and ventilating systems, including duct
23 work in connection with a complete system if such duct work is
24 performed by the contractor as necessary to complete an air
25 distribution system, boiler and unfired pressure vessel systems,
26 and all appurtenances, apparatus, or equipment used in
27 connection therewith, and any duct cleaning and equipment
28 sanitizing that requires at least a partial disassembling of the
29 system; to install, maintain, repair, fabricate, alter, extend,
30 or design, if not prohibited by law, piping, insulation of
31 pipes, vessels and ducts, pressure and process piping, and
32 pneumatic control piping; to replace, disconnect, or reconnect
33 power wiring on the load side of the dedicated existing
34 electrical disconnect switch; to install, disconnect, and
35 reconnect low voltage heating, ventilating, and air-conditioning
36 control wiring; and to install a condensate drain from an air
37 conditioning unit to an existing safe waste or other approved
38 disposal other than a direct connection to a sanitary system.
39 The scope of work for such contractor also includes any
40 excavation work incidental thereto, but does not include any
41 work such as liquefied petroleum or natural gas fuel lines
42 within buildings, except for disconnecting or reconnecting
43 changeouts of liquefied petroleum or natural gas appliances
44 within buildings; potable water lines or connections thereto;
45 sanitary sewer lines; swimming pool piping and filters; or
46 electrical power wiring. A Class A air-conditioning contractor
47 may test and evaluate central air-conditioning, refrigeration,
48 heating, and ventilating systems, including duct work; however,
49 a mandatory licensing requirement is not established for the
50 performance of these specific services.
51 (g) “Class B air-conditioning contractor” means a
52 contractor whose services are limited to 25 tons of cooling and
53 500,000 Btu of heating in any one system in the execution of
54 contracts requiring the experience, knowledge, and skill to
55 install, maintain, repair, fabricate, alter, extend, or design,
56 if not prohibited by law, central air-conditioning,
57 refrigeration, heating, and ventilating systems, including duct
58 work in connection with a complete system only to the extent
59 such duct work is performed by the contractor as necessary to
60 complete an air-distribution system being installed under this
61 classification, and any duct cleaning and equipment sanitizing
62 that requires at least a partial disassembling of the system; to
63 install, maintain, repair, fabricate, alter, extend, or design,
64 if not prohibited by law, piping and insulation of pipes,
65 vessels, and ducts; to replace, disconnect, or reconnect power
66 wiring on the load side of the dedicated existing electrical
67 disconnect switch; to install, disconnect, and reconnect low
68 voltage heating, ventilating, and air-conditioning control
69 wiring; and to install a condensate drain from an air
70 conditioning unit to an existing safe waste or other approved
71 disposal other than a direct connection to a sanitary system.
72 The scope of work for such contractor also includes any
73 excavation work incidental thereto, but does not include any

84 (h) “Class C air-conditioning contractor” means a
85 contractor whose business is limited to the servicing of air
86 conditioning, heating, or refrigeration systems, including any
87 duct cleaning and equipment sanitizing that requires at least a
88 partial disassembling of the system, and whose certification or
89 registration, issued pursuant to this part, was valid on October
90 1, 1988. Only a person who was registered or certified as a
91 Class C air-conditioning contractor as of October 1, 1988, shall
92 be so registered or certified after October 1, 1988. However,
93 the board shall continue to license and regulate those Class C
94 air-conditioning contractors who held Class C licenses before
95 October 1, 1988.
96 (i) “Mechanical contractor” means a contractor whose
97 services are unlimited in the execution of contracts requiring
98 the experience, knowledge, and skill to install, maintain,
99 repair, fabricate, alter, extend, or design, if not prohibited
100 by law, central air-conditioning, refrigeration, heating, and
101 ventilating systems, including duct work in connection with a
102 complete system if such duct work is performed by the contractor
103 as necessary to complete an air-distribution system, boiler and
104 unfired pressure vessel systems, lift station equipment and
105 piping, and all appurtenances, apparatus, or equipment used in
106 connection therewith, and any duct cleaning and equipment
107 sanitizing that requires at least a partial disassembling of the
108 system; to install, maintain, repair, fabricate, alter, extend,
109 or design, if not prohibited by law, piping, insulation of
110 pipes, vessels and ducts, pressure and process piping, pneumatic
111 control piping, gasoline tanks and pump installations and piping
112 for same, standpipes, air piping, vacuum line piping, oxygen
113 lines, nitrous oxide piping, ink and chemical lines, fuel
114 transmission lines, liquefied petroleum gas lines within
115 buildings, and natural gas fuel lines within buildings; to
116 replace, disconnect, or reconnect power wiring on the load side
117 of the dedicated existing electrical disconnect switch; to
118 install, disconnect, and reconnect low voltage heating,
119 ventilating, and air-conditioning control wiring; and to install
120 a condensate drain from an air-conditioning unit to an existing
121 safe waste or other approved disposal other than a direct
122 connection to a sanitary system. The scope of work for such
123 contractor also includes any excavation work incidental thereto,
124 but does not include any work such as potable water lines or
125 connections thereto, sanitary sewer lines, swimming pool piping
126 and filters, or electrical power wiring. A mechanical contractor
127 may test and evaluate central air-conditioning, refrigeration,
128 heating, and ventilating systems, including duct work; however,
129 a mandatory licensing requirement is not established for the
130 performance of these specific services.
131 (j) “Commercial pool/spa contractor” means a contractor
132 whose scope of work involves, but is not limited to, the
133 construction, repair, and servicing of any swimming pool, or hot
134 tub or spa, whether public, private, or otherwise, regardless of
135 use. The scope of work includes the installation, repair, or
136 replacement of existing equipment, any cleaning or equipment
137 sanitizing that requires at least a partial disassembling,
138 excluding filter changes, and the installation of new pool/spa
139 equipment, interior finishes, the installation of package pool
140 heaters, the installation of all perimeter piping and filter
141 piping, and the construction of equipment rooms or housing for
142 pool/spa equipment, and also includes the scope of work of a
143 swimming pool/spa servicing contractor. The scope of such work
144 does not include direct connections to a sanitary sewer system
145 or to potable water lines. The installation, construction,
146 modification, or replacement of equipment permanently attached
147 to and associated with the pool or spa for the purpose of water
148 treatment or cleaning of the pool or spa requires licensure;
149 however, the usage of such equipment for the purposes of water
150 treatment or cleaning does not require licensure unless the
151 usage involves construction, modification, or replacement of
152 such equipment. Water treatment that does not require such
153 equipment does not require a license. In addition, a license is
154 not required for the cleaning of the pool or spa in a way that
155 does not affect the structural integrity of the pool or spa or
156 its associated equipment.
157 (k) “Residential pool/spa contractor” means a contractor
158 whose scope of work involves, but is not limited to, the
159 construction, repair, and servicing of a residential swimming
160 pool, or hot tub or spa, regardless of use. The scope of work
161 includes the installation, repair, or replacement of existing
162 equipment, any cleaning or equipment sanitizing that requires at
163 least a partial disassembling, excluding filter changes, and the
164 installation of new pool/spa equipment, interior finishes, the
165 installation of package pool heaters, the installation of all
166 perimeter piping and filter piping, and the construction of
167 equipment rooms or housing for pool/spa equipment, and also
168 includes the scope of work of a swimming pool/spa servicing
169 contractor. The scope of such work does not include direct
170 connections to a sanitary sewer system or to potable water
171 lines. The installation, construction, modification, or
172 replacement of equipment permanently attached to and associated
173 with the pool or spa for the purpose of water treatment or
174 cleaning of the pool or spa requires licensure; however, the
175 usage of such equipment for the purposes of water treatment or
176 cleaning does not require licensure unless the usage involves
177 construction, modification, or replacement of such equipment.
178 Water treatment that does not require such equipment does not
179 require a license. In addition, a license is not required for
180 the cleaning of the pool or spa in a way that does not affect
181 the structural integrity of the pool or spa or its associated
182 equipment.
183 (l) “Swimming pool/spa servicing contractor” means a
184 contractor whose scope of work involves, but is not limited to,
185 the repair and servicing of a swimming pool, or hot tub or spa,
186 whether public or private, or otherwise, regardless of use. The
187 scope of work includes the repair or replacement of existing
188 equipment, any cleaning or equipment sanitizing that requires at
189 least a partial disassembling, excluding filter changes, and the
190 installation of new pool/spa equipment, interior refinishing,
191 the reinstallation or addition of pool heaters, the repair or
192 replacement of all perimeter piping and filter piping, the
193 repair of equipment rooms or housing for pool/spa equipment, and
194 the substantial or complete draining of a swimming pool, or hot
195 tub or spa, for the purpose of repair or renovation. The scope
196 of such work does not include direct connections to a sanitary
197 sewer system or to potable water lines. The installation,
198 construction, modification, substantial or complete disassembly,
199 or replacement of equipment permanently attached to and
200 associated with the pool or spa for the purpose of water
201 treatment or cleaning of the pool or spa requires licensure;
202 however, the usage of such equipment for the purposes of water
203 treatment or cleaning does not require licensure unless the
204 usage involves construction, modification, substantial or
205 complete disassembly, or replacement of such equipment. Water
206 treatment that does not require such equipment does not require
207 a license. In addition, a license is not required for the
208 cleaning of the pool or spa in a way that does not affect the
209 structural integrity of the pool or spa or its associated
210 equipment.
211 (m) “Plumbing contractor” means a contractor whose services
212 are unlimited in the plumbing trade and includes contracting
213 business consisting consists of the execution of contracts
214 requiring the experience, financial means, knowledge, and skill
215 to install, maintain, repair, alter, extend, or, if not
216 prohibited by law, design plumbing. A plumbing contractor may
217 install, maintain, repair, alter, extend, or, if not prohibited
218 by law, design the following without obtaining an additional
219 local regulatory license, certificate, or registration: sanitary
220 drainage or storm drainage facilities, water and sewer plants
221 and substations,; venting systems,; public or private water
222 supply systems,; septic tanks,; drainage and supply wells,;
223 swimming pool piping,; irrigation systems, and; or solar heating
224 water systems and all appurtenances, apparatus, or equipment
225 used in connection therewith, including boilers and pressure
226 process piping and including the installation of water, natural
227 gas, liquefied petroleum gas and related venting, and storm and
228 sanitary sewer lines; and water and sewer plants and
229 substations. The scope of work of the plumbing contractor also
230 includes the design, if not prohibited by law, and installation,
231 maintenance, repair, alteration, or extension of air-piping,
232 vacuum line piping, oxygen line piping, nitrous oxide piping,
233 and all related medical gas systems; fire line standpipes and
234 fire sprinklers if authorized by law; ink and chemical lines;
235 fuel oil and gasoline piping and tank and pump installation,
236 except bulk storage plants; and pneumatic control piping
237 systems, all in a manner that complies with all plans,
238 specifications, codes, laws, and regulations applicable. The
239 scope of work of the plumbing contractor applies to private
240 property and public property, including any excavation work
241 incidental thereto, and includes the work of the specialty
242 plumbing contractor. Such contractor shall subcontract, with a
243 qualified contractor in the field concerned, all other work
244 incidental to the work but which is specified as being the work
245 of a trade other than that of a plumbing contractor. This
246 definition does not limit the scope of work of any specialty
247 contractor certified pursuant to s. 489.113(6), and does not
248 require certification or registration under this part of any
249 authorized employee of a public natural gas utility or of a
250 private natural gas utility regulated by the Public Service
251 Commission when disconnecting and reconnecting water lines in
252 the servicing or replacement of an existing water heater. A
253 plumbing contractor may perform drain cleaning and clearing and
254 install or repair rainwater catchment systems; however, a
255 mandatory licensing requirement is not established for the
256 performance of these specific services.
