       Senator Bennett moved the following:
       
    1         Senate Amendment 
    2  
    3         Delete lines 1268 - 1275
    4  and insert:
    5         (3) The Florida Building Commission shall appoint the
    6  workgroup no later than 15 days after the effective date of this
    7  act to draft a proposed rule. Rulemaking must be initiated
    8  pursuant to chapter 120, Florida Statutes, as soon as
    9  practicable after appointment of the workgroup. The commission
   10  shall file a notice of proposed rule by October 1, 2012. The
   11  Florida Building Code Commission shall file the rule for
   12  adoption by January 2, 2013, unless the commission files a
   13  letter on or before that date with the Joint Administrative
   14  Procedures Committee explaining the reasons for not completing
   15  rulemaking. Upon final adoption of the rule, the Florida
   16  Building Commission shall incorporate these requirements into
   17  the next version of the Florida Building Code. This section
   18  expires upon adoption of the rule and its inclusion in the
   19  Florida Building Code.
