       The Committee on Budget (Gaetz) recommended the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Between lines 734 and 735
    4  insert:
    5         Section 22. If the governing body of a local governmental
    6  entity existing as an independent special district that provides
    7  water, wastewater, and sanitation services in a county having a
    8  population of fewer than 600,000 determines that a new user or
    9  the expansion of an existing user of one or more of its utility
   10  systems will provide a significant benefit to the community in
   11  terms of increased job opportunities, economies of scale, or
   12  economic development in the area, the governing body may
   13  authorize a reduction of its rates, fees, or charges for that
   14  user for a specified period of time. A governing body that
   15  exercises this power must do so by resolution that states the
   16  anticipated economic benefit justifying the reduction as well as
   17  the period of time that the reduction remains in place. The
   18  local governmental entity may also purchase fuel, including, but
   19  not limited to, diesel fuel and gasoline, under the same terms,
   20  conditions, and exemptions enjoyed by municipalities and
   21  counties.

   24         And the title is amended as follows:
   25         Delete line 148
   26  and insert:
   27         specified purposes; authorizing a local governmental
   28         entity that is an independent special district
   29         providing certain utility services to reduce its rates
   30         by resolution for a specified time for a user that
   31         will provide a community benefit; providing that the
   32         governmental entity may purchase fuel under the same
   33         conditions enjoyed by municipalities and counties;
   34         providing effective dates.
