       Senator Negron moved the following:
       
    1         Senate Amendment 
    2  
    3         Delete lines 152 - 162
    4  and insert:
    5  December 1, 2012, which must include a feasible plan to transfer
    6  from St. Lucie County to Martin County the county services,
    7  buildings, infrastructure, waterways, and employees. The
    8  interlocal agreement must also include a gradual transfer of
    9  revenue generated from the area being incorporated into Martin
   10  County from St. Lucie County, which must be completed within 5
   11  years after the agreement is signed. Any loss of revenue to St.
   12  Lucie County may not exceed 20 percent per year of the revenues
   13  that would have been raised from the land transferred to Martin
   14  County in s. 7.43, Florida Statutes, as amended by this act.
   15         Section 5. This act shall take effect July 1, 2013, upon
