       The Committee on Judiciary (Thrasher) recommended the following:
       
    1         Senate Amendment 
    2  
    3         Between lines 88 and 89
    4  insert:
    5         (c) It is the intent of the Legislature that agreements
    6  pursuant to this subsection between the owner of the area and
    7  the state compensate the owner only for reasonable costs and
    8  expenses as provided in the agreement. However, an owner of the
    9  area and the state are not subject to liability if the
   10  compensation identified in the agreement exceeds the costs and
   11  expenses. This paragraph applies only to agreements executed on
   12  or after July 1, 2012.
