       The Committee on Budget (Gaetz) recommended the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete lines 429 - 437
    4  and insert:
    5  section, by a 60 percent vote of the voting members of the
    6  governing board, shall do so by adopting a resolution that
    7  indicates an intent on the part of such local government not to
    8  adopt an onsite sewage treatment and disposal system evaluation
    9  and assessment program. Such resolution shall be addressed and
   10  transmitted to the Secretary of State. Absent an interlocal
   11  agreement or county charter provision to the contrary, a
   12  municipality may elect to opt out of the requirements of this
   13  section, by a 60 percent vote of the voting members of the
   14

   16         And the title is amended as follows:
   17         Delete lines 30 - 31
   18  and insert:
   19         specified circumstances, to opt out by a vote of 60
   20         percent of the governing board;
