       Senator Dean moved the following:
       
    1         Senate Amendment 
    2  
    3         Delete lines 186 - 207
    4  and insert:
    5         (c) When determining which projects to include in or
    6  exclude from the mitigation plan, the Department of
    7  Transportation shall investigate using credits from a permitted
    8  private mitigation bank before a project is submitted for
    9  inclusion in the plan. The investigation shall consider the
   10  cost-effectiveness of mitigation bank credits, including, but
   11  not limited to, factors such as time saved, transfer of
   12  liability for success of the mitigation, and long-term
   13  maintenance.
