    1         Senate Amendment (with title amendment)

    4  and insert:
    5  mitigation plan to any person who has requested a copy. The plan
    6  may not be implemented until it is submitted to and approved, in
    7  part or in its entirety, by the Department of Environmental
    8  Protection.
