Florida Senate - 2012 SB 854 By Senator Evers 2-00753-12 2012854__ 1 A bill to be entitled 2 An act relating to teenage drivers; creating s. 3 322.097, F.S.; providing for the Department of Highway 4 Safety and Motor Vehicles to electronically notify a 5 parent or guardian when certain events are added to 6 the driving record of a minor licensed to drive; 7 providing for discontinuance of the notifications; 8 providing for forms; providing for a fee; providing an 9 effective date. 10 11 Be It Enacted by the Legislature of the State of Florida: 12 13 Section 1. Section 322.097, Florida Statutes, is created to 14 read: 15 322.097 Teen Electronic Event Notification Service.— 16 (1) Upon application and receipt of the appropriate fee 17 from a parent or guardian of a person who has not attained 18 18 years of age and who holds a valid driver’s license or learner’s 19 driver’s license, the department shall notify the parent or 20 guardian each time any of the following events is added to the 21 person’s driving record: 22 (a) Issuance of a traffic citation. 23 (b) Conviction for any traffic violation. 24 (c) Suspension or revocation of the licensee’s privilege to 25 drive or driver’s license. 26 (d) A vehicle crash. 27 (2) Forms for applications under subsection (1) shall be as 28 prescribed by the department. 29 (3) Notifications under subsection (1) shall be made 30 electronically to the parent’s or guardian’s e-mail address or 31 telephone text messaging system, as requested by the parent or 32 guardian. The notifications shall be discontinued upon request 33 by the parent or guardian receiving the notifications or when 34 the licensee attains 18 years of age. 35 (4) The department shall charge a fee of $5 to cover the 36 administrative costs of the notifications. Any amounts received 37 that are greater than the cost to administer the program shall 38 be used by the department to promote safe driving by teenagers. 39 Section 2. This act shall take effect July 1, 2012.
