The Committee on Appropriations (Bean) recommended the
following:

4 insert:
5 Section 9. Section 1003.4285, Florida Statutes, is amended
6 to read:
7 1003.4285 Standard high school diploma academic eligibility
8 designations.—Each standard high school diploma shall include,
9 as applicable:
10 (1) SCHOLAR DESIGNATION.—In addition to the requirements of
11 ss. 1003.428 and 1003.4282, as applicable, in order to earn the
12 academic eligibility scholar designation, a student must:
13 (a) Pass the 11th grade English/Language Arts common core
14 assessment when the state transitions to common core
15 assessments;
16 (b) Earn one credit in Algebra II and one credit in
17 statistics or an equally rigorous course. When the state
18 transitions to common core assessments, students must pass the
19 Algebra II common core assessment;
20 (c) Pass the statewide, standardized Biology I end-of
21 course assessment and earn one credit in Chemistry or Physics
22 and one credit in a course that is equally rigorous to Chemistry
23 or Physics;
24 (d) Pass the statewide, standardized United States history
25 end-of course assessment;
26 (e) Earn two credits in the same foreign language; and
27 (f) Earn at least one credit in an International
28 Baccalaureate, an Advanced Placement, an Advanced International
29 Certification of Education, or a dual enrollment course.
30 (2) GOLD SCHOLAR DESIGNATION.—In addition to the
31 requirements of ss. 1003.428 and 1003.4282, as applicable, in
32 order to earn the academic eligibility gold scholar designation,
33 a student must attain two or more industry certifications that
34 lead to college credit.
35 (3) DUTIES.—The school district shall provide each student
36 and parent information about diploma designations through an
37 online education and career planning tool that allows students
38 to monitor their progress toward the attainment of each
39 designation.
40 (4) APPROVAL.—The State Board of Education, in
41 collaboration with the Board of Governors, shall approve the
42 academic eligibility designations. The State Board of Education
43 shall review the academic eligibility designations and make
44 recommendations to the Legislature by December 1, 2013, for
45 aligning the designations to the eligibility criteria for
46 receiving a Bright Futures Scholarship award.
47 (1) A designation of the student’s major area of interest
48 pursuant to the student’s completion of credits as provided in
49 s. 1003.428.
50 (2) A designation reflecting completion of four or more
51 accelerated college credit courses if the student is eligible
52 for college credit pursuant to s. 1007.27 or s. 1007.271 in
53 Advanced Placement, International Baccalaureate, Advanced
54 International Certificate of Education, or dual enrollment
55 courses. The Commissioner of Education shall establish
56 guidelines for successful passage of examinations or coursework
57 in each of the accelerated college credit options for purposes
58 of this subsection.
59 (3) A designation reflecting the attainment of one or more
60 industry certifications from the list approved by Workforce
61 Florida, Inc., under s. 1003.492.
62 (4) A designation reflecting a Florida Ready to Work
63 Credential in accordance with s. 445.06.
