However, until the Governor has 7 either appointed or rejected the appointment of the special 8 officer, a common carrier may temporarily employ a person as a 9 special officer if the person complies with the qualifications 10 for employment as a law enforcement officer in s. 943.13. 11 Notwithstanding any other provision of law, a special officer 12 shall be required to have the same training and certification as 13 a law enforcement officer in accordance with s. 943.13 and s. 14 943.135(1) and a Class I, Class II, or Class III railroad shall 15 be considered an employing agency for purposes of s. 943.13 and 16 s. 943.135(1), and shall pay all costs associated with the 17 certification and continuing education of employed special 18 officers. 19 20 ================= T I T L E A M E N D M E N T ================ 21 And the title is amended as follows: 22 Delete lines 3 - 11 23 and insert: 24 25 s. 354.01, F.S.; requiring the Governor to appoint one 26 or more persons as special officers for a railroad or 27 other common carrier under certain circumstances; 28 authorizing the railroad or common carrier to 29 temporarily employ a person as a special officer; 30 requiring the special officer to have the same 31 training and certification as a law enforcement 32 officer; providing that a Class I, Class II, or Class 33 III railroad is considered an “employing agency” for 34 purposes of ss. 943.13 and 943.135(1), F.S.; providing 35 responsibility of certain
