The Committee on Criminal Justice (Smith) recommended the
following:
1 Senate Amendment (with title amendment)

3 Between lines 43 and 44
4 insert:
5 (c) Proof that a person used or was in possession of the
6 personal identification information of five or more individuals,
7 unless satisfactorily explained, gives rise to an inference that
8 the person who used or was in possession of the personal
9 identification information did so knowingly and intentionally
10 without authorization.

13 And the title is amended as follows:
14 Delete line 9
15 and insert:

17 criminal penalties; providing that possession of
18 identification information of multiple individuals
19 gives rise to an inference of illegality; providing
20 that certain specified
