Subsection (5) is added to section 212.0606, 6 Florida Statutes, to read: 7 212.0606 Rental car surcharge.— 8 (5) Notwithstanding subsection (1), if a member of a car 9 sharing service uses a motor vehicle pursuant to an agreement 10 with a car-sharing service for less than 24 hours, a surcharge 11 of 8 cents per hour of usage is imposed. Partial portions of an 12 hour shall be rounded up to the nearest hour for calculation 13 purposes. If a member of a car-sharing service uses the same 14 motor vehicle for 24 consecutive hours or more, a surcharge of 15 $2.00 per day or any part of the day is imposed. For purposes of 16 this subsection, the term “car-sharing service” means a 17 membership-based organization or business that requires the 18 payment of an application or membership fee and provides member 19 access to motor vehicles: 20 (a) Only at unstaffed locations; 21 (b) Twenty-four hours per day, seven days per week; 22 (c) That are unlocked through decentralized automated 23 means, including, but not limited to, smartphone applications 24 and electronic membership cards; 25 (d) That cannot be started or turned on using the same 26 decentralized automated means used to unlock the motor vehicle; 27 (e) On hourly or shorter increments; and 28 (f) Without additional costs for fuel or insurance per 29 single use. 30 31 ================= T I T L E A M E N D M E N T ================ 32 And the title is amended as follows: 33 Delete line 14 34 and insert: 35 covered under career service; amending s. 212.0606, 36 F.S.; providing for a surcharge for the use of a motor 37 vehicle in a car-sharing service; providing a 38 definition of the term “car-sharing service”; amending 39 s. 311.22,
