    1         Senate Amendment to Amendment (566056) (with title
    2  amendment)

    4         Between lines 164 and 165
    5  insert:
    6         Section 5. If any provision of this act or its application
    7  to any person or circumstance is held invalid, the invalidity
    8  does not affect other provisions or applications of this act
    9  that can be given effect without the invalid provision or
   10  application, and to this end the provisions of this act are
   11  severable.

   17  and insert:
