       The Committee on Rules (Smith) recommended the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete lines 197 - 199
    4  and insert:
    5         4. The owner of an aerobic treatment unit system shall
    6  obtain a system operating permit from the department and allow
    7  the department to inspect during reasonable hours each aerobic
    8  treatment unit system at least annually, and such
    9

   11         And the title is amended as follows:
   12         Delete line 31
   13  and insert:
   14         requiring owners of performance-based treatment unit
   15         systems to obtain certain permits; providing an
   16         effective date.
