       The Committee on Appropriations (Ring) recommended the
       following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete lines 64 - 70
    4  and insert:
    5         (c) Sale of land for a purchase price which is three or
    6  more times the agricultural assessment placed on the land shall
    7  create a presumption that such land is not used primarily for
    8  bona fide agricultural purposes. Upon a showing of special
    9  circumstances by the landowner demonstrating that the land is to
   10  be continued in bona fide agriculture, this presumption may be
   11  rebutted.
