    2         An act relating to school improvement plans; amending
    3         s. 1001.42, F.S.; requiring a template for use by a
    4         public school in preparing its school improvement
    5         plan; providing requirements for completion of the
    6         plan; providing an effective date.

    8  Be It Enacted by the Legislature of the State of Florida:
    9  
   10         Section 1. Paragraph (a) of subsection (18) of section
   11  1001.42, Florida Statutes, is amended to read:
   12         1001.42 Powers and duties of district school board.—The
   13  district school board, acting as a board, shall exercise all
   14  powers and perform all duties listed below:
   15         (18) IMPLEMENT SCHOOL IMPROVEMENT AND ACCOUNTABILITY.
   16  Maintain a state system of school improvement and education
   17  accountability as provided by statute and State Board of
   18  Education rule. This system of school improvement and education
   19  accountability shall be consistent with, and implemented
   20  through, the district’s continuing system of planning and
   21  budgeting required by this section and ss. 1008.385, 1010.01,
   22  and 1011.01. This system of school improvement and education
   23  accountability shall comply with the provisions of ss. 1008.33,
   24  1008.34, 1008.345, and 1008.385 and include the following:
   25         (a) School improvement plans.—The district school board
   26  shall annually approve and require implementation of a new,
   27  amended, or continuation school improvement plan for each school
   28  in the district. If a school has a significant gap in
   29  achievement on statewide assessments pursuant to s.
   30  1008.34(3)(b) by one or more student subgroups, as defined in
   31  the federal Elementary and Secondary Education Act (ESEA), 20
   32  U.S.C. s. 6311(b)(2)(C)(v)(II); has not significantly decreased
   33  the percentage of students scoring below satisfactory on
   34  statewide assessments; or has significantly lower graduation
   35  rates for a subgroup when compared to the state’s graduation
   36  rate, that school’s improvement plan shall include strategies
   37  for improving these results. The state board shall adopt rules
   38  establishing thresholds and methods for determining compliance
   39  with this paragraph, including a template for the school
   40  improvement plan. The template, which shall be in an easy-to
   41  read format and may not exceed 1 page per subject area in the
   42  plan and 10 pages in total, shall be provided annually to school
   43  districts by July 1. A school shall have at least 60 days after
   44  receiving its school grade and all data related to the school’s
   45  academic performance for the most recently completed school year
   46  to complete the school improvement plan. The school improvement
   47  plan shall identify school goals by subject area and strategies
   48  to achieve those goals.
   49         Section 2. This act shall take effect July 1, 2013.
