However, any report postmarked by the United 9 States Postal Service no later than midnight of the day 10 designated isshall bedeemed to have been filed in a timely 11 manner. Any report received by the filing officer within 5 days 12 after the designated due date that was delivered by the United 13 States Postal Service isshall bedeemed timely filed unless it 14 has a postmark that indicates that the report was mailed after 15 the designated due date. A certificate of mailing obtained from 16 and dated by the United States Postal Service at the time of 17 mailing, or a receipt from an established courier company, which 18 bears a date on or before the date on which the report is due, 19 suffices asshall beproof of mailing in a timely manner. 20 Reports mustshallcontain information onofall previously 21 unreported contributions received and expenditures made as of 22 the preceding Friday, except that the final weekly or biweekly 23 reportfiled on the Fridayimmediately preceding the election 24 and each daily report mustshallcontain information onofall 25 previously unreported contributions received and expenditures 26 made as of the day preceding the designated due date. All such 27 reports areshall beopen to public inspection.
