       The Committee on Appropriations (Joyner) recommended the
       following:
       
    1         Senate Amendment to Amendment (726700) (with title
    2  amendment)

    4         Between lines 972 and 973
    5  insert:
    6         4. The employer contribution to an investment plan member
    7  account shall be funded as the actuarial equivalent of the
    8  normal cost portion of the employer retirement contribution to
    9  the pension plan for each membership class on which service
   10  credit is earned, plus a risk premium of 1 percent; however, the
   11  employee contribution may not exceed 3 percent in any class.

   14         And the title is amended as follows:
   15         Between lines 1513 and 1514
   16  insert:
   17         specifying requirements for funding of the investment
   18         plan member account; providing that the employee
   19         contribution may not exceed a specified percentage;
