Florida Senate - 2013 SB 1450 By Senator Smith 31-00213B-13 20131450__ 1 A bill to be entitled 2 An act relating to certified registered nurse 3 anesthetists; amending s. 464.012, F.S.; authorizing 4 certified registered nurse anesthetists to practice 5 within a protocol established in collaboration with, 6 rather than with approval of, the physicians and 7 medical staff of the facility in which the anesthetic 8 service is performed; providing an effective date. 9 10 Be It Enacted by the Legislature of the State of Florida: 11 12 Section 1. Paragraph (a) of subsection (4) of section 13 464.012, Florida Statutes, is amended to read: 14 464.012 Certification of advanced registered nurse 15 practitioners; fees.— 16 (4) In addition to the general functions specified in 17 subsection (3), an advanced registered nurse practitioner may 18 perform the following acts within his or her specialty: 19 (a) The certified registered nurse anesthetist may, to the 20 extent authorized by aestablishedprotocol established in 21 collaboration withapproved bythe medical staff of the facility 22 in which the anesthetic service is performed, perform any or all 23 of the following: 24 1. Determine the health status of the patient as it relates 25 to the risk factors and to the anesthetic management of the 26 patient through the performance of the general functions. 27 2. Based on history, physical assessment, and supplemental 28 laboratory results, determine, in collaboration withthe consent29ofthe responsible physician, the appropriate type of anesthesia 30 within the framework of the protocol. 31 3. Order under the protocol preanesthetic medication. 32 4. Perform under the protocol procedures commonly used to 33 render the patient insensible to pain during the performance of 34 surgical, obstetrical, therapeutic, or diagnostic clinical 35 procedures. These procedures include ordering and administering 36 regional, spinal, and general anesthesia; inhalation agents and 37 techniques; intravenous agents and techniques; and techniques of 38 hypnosis. 39 5. Order or perform monitoring procedures indicated as 40 pertinent to the anesthetic health care management of the 41 patient. 42 6. Support life functions during anesthesia health care, 43 including induction and intubation procedures, the use of 44 appropriate mechanical supportive devices, and the management of 45 fluid, electrolyte, and blood component balances. 46 7. Recognize and take appropriate corrective action for 47 abnormal patient responses to anesthesia, adjunctive medication, 48 or other forms of therapy. 49 8. Recognize and treat a cardiac arrhythmia while the 50 patient is under anesthetic care. 51 9. Participate in management of the patient while in the 52 postanesthesia recovery area, including ordering the 53 administration of fluids and drugs. 54 10. Place special peripheral and central venous and 55 arterial lines for blood sampling and monitoring as appropriate. 56 Section 2. This act shall take effect July 1, 2013.
