    1                        A bill to be entitled                      
    2         An act relating to trust funds; creating s. 282.221,
    3         F.S.; creating the State Technology Working Capital
    4         Trust Fund within the Department of State Technology;
    5         providing for the purpose of the trust fund and
    6         sources of funds; providing for future review and
    7         termination or recreation of the trust fund; providing
    8         a contingent effective date.

   10  Be It Enacted by the Legislature of the State of Florida:
   11  
   12         Section 1. Section 282.221, Florida Statutes, is created to
   13  read:
   14         282.221State Technology Working Capital Trust Fund.—
   15         (1) The State Technology Working Capital Trust Fund is
   16  created within the Department of State Technology.
   17         (2) The State Technology Working Capital Trust Fund is
   18  established for use as a depository for funds received by a
   19  state data center from the billing of customer entities for the
   20  cost of services provided to the customer entity, funds received
   21  by the Department of State Technology, interest earnings, and
   22  cash advances from customer entities. Moneys deposited in the
   23  trust fund shall be used to fund operations of the department
   24  and the state data center.
   25         (3) In accordance with s. 19(f)(2), Art. III of the State
   26  Constitution, unless terminated sooner, the State Technology
   27  Working Capital Trust Fund shall be terminated on July 1, 2017.
   28  Before its scheduled termination, the trust fund shall be
   29  reviewed as provided under s. 215.3206(1) and (2).
   30         Section 2. This act shall take effect July 1, 2013, if SB
   31  1762 or similar legislation is adopted in the same legislative
   32  session or an extension thereof and becomes law.
