The Committee on Rules (Latvala) recommended the following:

5 Section 3. Section 373.618, Florida Statutes, is amended to
6 read:
7 373.618 Public service warnings, alerts, and
8 announcements.—The Legislature believes it is in the public
9 interest that all water management districts created pursuant to
10 s. 373.069 own, acquire, develop, construct, operate, and manage
11 public information systems. Public information systems may be
12 located on property owned by the water management district, upon
13 terms and conditions approved by the water management district,
14 and must display messages to the general public concerning water
15 management services, activities, events, and sponsors, as well
16 as other public service announcements, including watering
17 restrictions, severe weather reports, amber alerts, and other
18 essential information needed by the public. Local government
19 review or approval is not required for a public information
20 system owned or hereafter acquired, developed, or constructed by
21 the water management district on its own property. A public
22 information system is exempt from the requirements of chapter
23 479. However, a public information system that is subject to the
24 Highway Beautification Act of 1965 must be approved by the
25 Department of Transportation and the Federal Highway
26 Administration if such approval is required by federal law and
27 federal regulation under the agreement between the state and the
28 United States Department of Transportation and by federal
29 regulations enforced by the Department of Transportation under
30 s. 479.02(1). Water management district funds may not be used to
31 pay the cost to acquire, develop, construct, operate, or manage
32 a public information system. Any necessary funds for a public
33 information system shall be paid for and collected from private
34 sponsors who may display commercial messages.
