       Appropriations Subcommittee on Health and Human Services
       (Garcia) recommended the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Before line 18
    4  insert:
    5         Section 1. Paragraph (b) of subsection (2) of section
    6  393.502, Florida Statutes, is amended to read:
    7         393.502 Family care councils.—
    8         (2) MEMBERSHIP.—
    9         (b) At least three of the members of the council must be
   10  individuals receiving or waiting to receive services from the
   11  agency consumers. One such member shall be an individual a
   12  consumer who has been receiving received services within the 4
   13  years prior to the date of recommendation, or the legal guardian
   14  of such a consumer. The remainder of the council members shall
   15  be parents, grandparents, legal representatives guardians, or
   16  siblings of individuals who have persons with developmental
   17  disabilities and who qualify for services pursuant to this
   18  chapter. A legal representative may not serve at the same time
   19  as an individual who is receiving services if he or she is the
   20  ward of the representative.
