The Office of Economic and Demographic Research 6 and the Office of Program Policy Analysis and Government 7 Accountability (OPPAGA) shall develop and present to the 8 Governor, the President of the Senate, and the Speaker of the 9 House of Representatives, an evaluation of the salary credit 10 provided in ss. 624.509 and 624.5091, Florida Statutes. 11 (1) The Office and OPPAGA shall coordinate the development 12 of the evaluation and shall submit the evaluation no later than 13 January 31, 2014. 14 (2) The Office shall evaluate and determine the economic 15 effect and value of the salary credit on the state’s economy 16 over the previous 10 years. 17 (a) The analysis must include: 18 1. The total number of persons employed by insurance 19 companies in this state; 20 2. The number of jobs created by insurance companies in 21 this state; 22 3. The average annual income of persons holding such jobs; 23 4. The economic impact of insurance companies on local 24 communities, including real estate taxes, local business taxes, 25 charitable activities; and 26 5. The impact on state’s economy from the direct, indirect, 27 and induced effects of the insurance-industry jobs. 28 (b) For the purpose of evaluating the credit, the Office of 29 Economic and Demographic Research shall include, but is not 30 limited to, data and information from the Office of Insurance 31 Regulation relating to insurers who received the credit during 32 the evaluation period. 33 (c) The analysis must use the model developed by the Office 34 as required in s. 216.138, Florida Statutes, to evaluate the 35 salary credit. The Office shall provide a written explanation of 36 the key assumptions of the model and how it is used. If the 37 Office finds that another evaluation model is more appropriate 38 to evaluate a program, it may use another model, but it must 39 provide an explanation as to why the selected model was more 40 appropriate. 41 (3) The analysis may include relevant economic development 42 reports or analyses prepared by the Department of Economic 43 Opportunity, Enterprise Florida, Inc., or local or regional 44 economic development organizations; interviews with the parties 45 involved; or any other relevant data. 46 (4) The Office of Economic and Demographic Research and 47 OPPAGA must be given access to all data necessary to complete 48 the salary credit Evaluation, including any confidential data. 49 The offices may collaborate on data collection and analysis. 50 Section 7. Sections 1 through 5 of this act shall take 51 effect on September 1, 2014, and section 6 shall take effect 52 upon becoming a law. 53 54 ================= T I T L E A M E N D M E N T ================ 55 And the title is amended as follows: 56 Delete lines 14 - 18 57 and insert: 58 directing the Office of Economic and Demographic 59 Research and the Office of Program Policy Analysis and 60 Government Accountability (OPPAGA) to evaluate the 61 salary credit program to determine the program’s 62 economic effect and value on the state’s economy over 63 the previous 10 years; requiring the Office and OPPAGA 64 to present the results of the evaluation to the 65 Governor, the President of the Senate, and the Speaker 66 of the House of Representatives by a specified date; 67 mandating that OPPAGA and the Office have access to 68 the data necessary to complete the evaluation; 69 providing effective dates.
