       The Committee on Governmental Oversight and Accountability
       (Hays) recommended the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete lines 81 - 96
    4  and insert:
    5  and apply retroactively to July 1, 2012.
    6         (2)(a) Rules 20-109.005 and 20-112.003, Florida
    7  Administrative Code, adopted by the Department of Citrus to
    8  implement s. 601.9918, Florida Statutes, and rules 20-7.001, 20
    9  7.002, 20-7.003, 20-7.004, and 20-7.005, Florida Administrative
   10  Code, adopted by the Department of Citrus to implement s.
   11  601.992, Florida Statutes, all of which were in effect on July
   12  1, 2012, continue in effect as rules until modified pursuant to
   13  s. 120.54, Florida Statutes. This paragraph applies
   14  retroactively to July 1, 2012.
   15         (b) Rules adopted by the Department of Agriculture and
   16  Consumer Services to implement ss. 601.9918 or 601.992, Florida
   17  Statutes, between July 1, 2012, and the effective date of this
   18  act shall be repealed.

   21         And the title is amended as follows:
   22         Delete lines 9 - 12
   23  and insert:
