       The Committee on Appropriations (Bean) recommended the
       following:
       
    1         Senate Amendment 
    2  
    3         Delete lines 580 - 585
    4  and insert:
    5         (a) Before the beginning of each fiscal year, the
    6  corporation shall submit its annual operating budget, as
    7  approved by the corporation board, for the fiscal year and set
    8  forth that amount to the department in writing. Subject to the
    9  availability of funds in the trust fund, one-fourth of the
   10  operating budget shall be transferred from the trust fund to the
   11  corporation each quarter. The department shall make the first
