       The Committee on Governmental Oversight and Accountability
       (Montford) recommended the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Between lines 523 and 524
    4  insert:
    5         Section 12. Subsection (2) of section 985.045, Florida
    6  Statutes, is amended to read:
    7         985.045 Court records.—
    8         (2) The clerk shall keep all official records required by
    9  this section separate from other records of the circuit court,
   10  except those records pertaining to motor vehicle violations,
   11  which shall be forwarded to the Department of Highway Safety and
   12  Motor Vehicles. Except as provided in ss. 943.053 and
   13  985.04(6)(b) and (7), official records required by this chapter
   14  are not open to inspection by the public, but may be inspected
   15  only upon order of the court by persons deemed by the court to
   16  have a proper interest therein, except that a child and the
   17  parents, guardians, or legal custodians of the child and their
   18  attorneys, law enforcement agencies, the Department of Juvenile
   19  Justice and its designees, the Parole Commission, the Department
   20  of Corrections, and the Justice Administrative Commission shall
   21  always have the right to inspect and copy any official record
   22  pertaining to the child. Public defender offices shall
   23  additionally have access to the juvenile records, including
   24  electronic records, of all juveniles scheduled for detention
   25  hearings. The court may permit authorized representatives of
   26  recognized organizations compiling statistics for proper
   27  purposes to inspect, and make abstracts from, official records
   28  under whatever conditions upon the use and disposition of such
   29  records the court may deem proper and may punish by contempt
   30  proceedings any violation of those conditions.
