       The Committee on Community Affairs (Latvala) recommended the
       following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete lines 1174 - 1175
    4  and insert:
    5         Section 26. Subsection (13) is added to section 163.524,
    6  Florida Statutes, to read:
    7         163.524 Neighborhood Preservation and Enhancement Program;
    8  participation; creation of Neighborhood Preservation and
    9  Enhancement Districts; creation of Neighborhood Councils and
   10  Neighborhood Enhancement Plans.—
   11         (13) Effective July 1, 2013, this section applies only to a
   12  Neighborhood Preservation and Enhancement District and a
   13  Neighborhood Council that are active on or before June 30, 2013.
   14  A Neighborhood Preservation and Enhancement District and a
   15  Neighborhood Council may not be created after June 30, 2013.
   16         Section 27. Subsection (4) is added to section 163.526,
   17  Florida Statutes, to read:
   18         163.526 Neighborhood Councils and local government
   19  designated agency; powers and duties.—
   20         (4) Effective July 1, 2013, this section applies only to a
   21  a Neighborhood Council that was active on or before June 30,
   22  2013.

   27  and insert:
   28         neighborhood improvement districts; amending s.
   29         163.524, F.S.; limiting application of provisions

   31         Districts and Neighborhood Councils to those districts
   32         and councils that were active on or before a specified
   33         date; prohibiting new Neighborhood Preservation and
   34         Enhancement Districts and Neighborhood Councils from
   35         being created after a specified date; amending s.
   36         163.526, F.S.; conforming provisions to changes made
   37         by the act; amending ss. 376.84,
