2 An act relating to library innovation; establishing
3 the Florida Innovative Libraries Grant; providing
4 minimum criteria for grant eligibility; establishing
5 report requirements; providing for disposition of
6 digital files; creating the Statewide Innovative
7 Libraries Task Force; establishing the purpose and
8 composition of the task force; establishing duties for
9 the task force; providing for future repeal unless
10 reviewed and reenacted by the Legislature; providing
11 for an appropriation; providing an effective date.

13 Be It Enacted by the Legislature of the State of Florida:
14
15 Section 1. Florida Innovative Libraries Grant.—Eligible
16 public libraries may apply to the Division of Library and
17 Information Services of the Department of State for a grant for
18 the purpose of expanding the role of innovative technologies in
19 serving the public.
20 (1) The State Library Council shall establish eligibility
21 criteria for applicants to the Florida Innovative Libraries
22 Grant which include, but are not limited to, evidence of a
23 legitimate community need and a statement specifying how the
24 receipt of grant funds would satisfy this need and result in
25 desired outcomes and demonstrating how new equipment,
26 technology, software, or services will support at least one of
27 the library’s desired outcomes and meet at least one of the
28 purposes specified in the federal Library Services and
29 Technology Act, 20 U.S.C. s. 9121.
30 (2) Grant recipients shall submit to the division quarterly
31 and annual reports while work under the grant is ongoing which
32 detail public use of innovative technologies. Grant recipients
33 shall also submit to the division a final report and any digital
34 files and associated metadata created as a result of the grant
35 project. The division shall make the digital files and
36 associated metadata available on a publicly accessible website.
37 The website shall also serve as a repository and clearinghouse
38 for other information collected in the course of the grant
39 project to assist public library systems in this state in
40 expanding innovative technologies.
41 Section 2. Statewide Innovative Libraries Task Force.—
42 (1) There is created within the Department of State a
43 Statewide Innovative Libraries Task Force.
44 (2) The purpose of the task force is to assist in expanding
45 the role of new technologies in existing libraries to help serve
46 their respective communities in diverse formats; in
47 transitioning libraries to encourage educational, business, and
48 social functions; and in developing strategies to eliminate
49 barriers to funding and other resources.
50 (3) The task force is composed of seven members. Two
51 members shall be members of the State Library Council, and the
52 five remaining members shall be appointed by the Governor as
53 representatives of the homeless, technology, architecture,
54 education, and small business communities and must possess
55 applicable private sector experience. The task force shall
56 organize no later than September 1, 2013.
57 (4) The task force shall develop a 10-year feasibility
58 study that includes recommendations on transitioning the role of
59 innovative technologies in libraries throughout the state and
60 projections of the anticipated cost of the transition. The task
61 force shall submit the feasibility study to the President of the
62 Senate and the Speaker of the House of Representatives no later
63 than February 1, 2014.
64 (5) This section is repealed July 1, 2014, unless reviewed
65 and reenacted by the Legislature on or before that date.
66 Section 3. For the 2013-2014 fiscal year, the sum of
67 $15,000 in nonrecurring funds is appropriated from the General
68 Revenue Fund to the Department of State for purposes of
69 administering the Statewide Innovative Libraries Task Force.
70 Funds remaining unexpended or unencumbered from this
71 appropriation as of June 30, 2014, shall revert to the General
72 Revenue Fund.
73 Section 4. This act shall take effect July 1, 2013.
