       The Committee on Ethics and Elections (Latvala) recommended the
       following:
       
    1         Senate Amendment 
    2  
    3         Delete lines 524 - 528
    4  and insert:
    5         (d) “Special private gain or loss” means an economic
    6  benefit or harm that would inure to the voting official or the
    7  voting official’s relative, business associate or principal in a
    8  unique way or disproportionately to other members of the group.
