       The Committee on Governmental Oversight and Accountability
       (Ring) recommended the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Between lines 1044 and 1045
    4  insert:
    5         Section 20. Subsection (2) of section 215.96, Florida
    6  Statutes, is amended to read:
    7         215.96 Coordinating council and design and coordination
    8  staff.—
    9         (2) The coordinating council shall consist of the Chief
   10  Financial Officer; the Commissioner of Agriculture; the Attorney
   11  General; the secretary of the Department of Management Services;
   12  the Secretary of the Department of State Technology the Attorney
   13  General; and the Director of Planning and Budgeting, Executive
   14  Office of the Governor, or their designees. The Chief Financial
   15  Officer, or his or her designee, shall be chair of the
   16  coordinating council, and the design and coordination staff
   17  shall provide administrative and clerical support to the council
   18  and the board. The design and coordination staff shall maintain
   19  the minutes of each meeting and shall make such minutes
   20  available to any interested person. The Auditor General, the
   21  State Courts Administrator, an executive officer of the Florida
   22  Association of State Agency Administrative Services Directors,
   23  and an executive officer of the Florida Association of State
   24  Budget Officers, or their designees, shall serve without voting
   25  rights as ex officio members of on the coordinating council. The
   26  chair may call meetings of the coordinating council as often as
   27  necessary to transact business; however, the coordinating
   28  council must shall meet at least once a year. Action of the
   29  coordinating council shall be by motion, duly made, seconded and
   30  passed by a majority of the coordinating council voting in the
   31  affirmative for approval of items that are to be recommended for
   32  approval to the Financial Management Information Board.
