The Office of Program Policy Analysis and 6 Government Accountability (OPPAGA) shall review and provide 7 recommendations to allow student access to massive open online 8 courses for funding in both the K-12 and postsecondary programs. 9 The review must consider, but is not limited to, the 10 identification of courses, provider qualification review, 11 accreditation, teacher or instructor credentials, course content 12 and standards, financial accountability, and a funding process. 13 OPPAGA shall provide the findings and recommendations to the 14 Executive Office of the Governor, the President of the Senate, 15 and the Speaker of the House of Representatives by December 31, 16 2013. 17 Section 13. The Department of Education shall develop a 18 methodology and plan for calculating the Florida Education 19 Finance Program to limit the sum of each student’s full-time 20 equivalent student membership value from all programs or courses 21 to 1.0 full time equivalent (FTE). The department’s plan must 22 include revised procedures for reporting and computing each 23 district’s annual allocation from the Florida Education Finance 24 Program and shall identify steps that the department and school 25 districts will take to implement the new procedures during the 26 2014-2015 fiscal year. The department shall conduct a student 27 based simulation of the revised methodology concurrent with the 28 2013-2014 FTE reporting and funding process. The department 29 shall submit its plan and a summary of the results of the 30 simulation to the Executive Office of the Governor, the 31 President of the Senate, and the Speaker of the House of 32 Representatives by January 31, 2014. 33 34 ================= T I T L E A M E N D M E N T ================ 35 And the title is amended as follows: 36 Delete line 57 37 and insert: 38 identifier; requiring the Office of Program Policy 39 Analysis and Government Accountability to review and 40 provide recommendations to allow student access to 41 massive open online courses for funding purposes; 42 providing review requirements; requiring the office to 43 provide findings and recommendations to the Governor 44 and the Legislature by a specified date; requiring the 45 Department of Education to develop a methodology and 46 plan for calculating the Florida Education Finance 47 Program which limits the sum of each student’s full 48 time equivalent student membership value from all 49 virtual programs or courses; providing requirements 50 for the plan; requiring the department to conduct a 51 student-based simulation of the revised methodology; 52 requiring the department to submit a report to the 53 Governor and the Legislature by a specified date; 54 providing an effective date.
