       The Committee on Rules (Latvala) recommended the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete everything after the enacting clause
    4  and insert:
    5         Section 1. Paragraph (aaaa) is added to subsection (4) of
    6  section 320.08056, Florida Statutes, to read:
    7         320.08056 Specialty license plates.—
    8         (4) The following license plate annual use fees shall be
    9  collected for the appropriate specialty license plates:
   10         (aaaa) Fallen Law Enforcement Officers license plate, $25.
   11         Section 2. Subsection (79) is added to section 320.08058,
   12  Florida Statutes, to read:
   13         320.08058 Specialty license plates.—
   14         (79) FALLEN LAW ENFORCEMENT OFFICERS LICENSE PLATES.—
   15         (a) Notwithstanding section 45 of 2008-176, Laws of
   16  Florida, as amended by section 21 of ch. 2010-223, Laws of
   17  Florida, and s. 320.08053(1), the department shall develop a
   18  Fallen Law Enforcement Officers license plate as provided in s.
   19  320.08053(2) and (3), and this section. The plates must bear the
   20  colors and design approved by the department. The word “Florida”
   21  must appear at the top of the plate, and the words “A Hero
   22  Remembered Never Dies” must appear at the bottom of the plate.
   23         (b) The license plate annual use fees shall be distributed
   24  to the Police and Kids Foundation, Inc., which may use a maximum
   25  of 10 percent of the proceeds to promote and market the plate.
   26  The remainder of the proceeds shall be used by the Police and
   27  Kids Foundation, Inc., to invest and reinvest and use the
   28  interest for the operation of the Police and Kids Foundation,
   29  Inc.
   30         Section 3. This act shall take effect October 1, 2013.

   38      An act relating to specialty license plates; amending ss.    
   39        320.08056 and 320.08058, F.S.,; creating a Fallen Law      
   40   Enforcement Officers license plate; establishing an annual use  
   41    fee for the plate; providing for the distribution of use fees  
   42    received from the sale of such plates; providing an effective  
   43                                date.
