House Comm: RCS . 03/20/2013 . . . . ————————————————————————————————————————————————————————————————— ————————————————————————————————————————————————————————————————— The Committee on Health Policy (Grimsley) recommended the following: 1 Senate Amendment (with title amendment) 2 3 Delete lines 47 - 70 4 and insert: 5 Study Task Force. Workforce Florida, Inc., shall provide 6 administrative and staff support services relating to the 7 functions of the task force. The task force shall organize by 8 September 1, 2013. The task force shall be composed of 11 9 members. The Director of Workforce Florida, Inc., shall serve as 10 a member and chair of the task force. The Speaker of the House 11 of Representatives shall appoint one member who is an economist 12 with a background in business economics. The President of the 13 Senate shall appoint one member who is a physician licensed 14 under chapter 458 or chapter 459 with at least 5 years of 15 experience in the active practice of medicine. In addition, the 16 President of the Senate and the Speaker of the House of 17 Representatives shall each appoint four additional members to 18 the task force. The four appointments from the President of the 19 Senate and the four appointments from the Speaker of the House 20 of Representatives must each include: 21 1. A member of the Legislature. 22 2. An owner of a business in this state which employs fewer 23 than 50 people. 24 3. An owner or representative of a business in this state 25 which employs more than 50 people. 26 4. A representative of an organization who represents the 27 nonmanagement employees of a business. 28 (b) Members of the task force shall serve without 29 compensation, but are entitled to reimbursement for per diem and 30 travel expenses in accordance with s. 112.061. 31 (c) The purpose of the task force is to analyze employer 32 sponsored family or medical leave benefits and the impact of 33 state preemption of the regulation of such benefits. The task 34 force shall develop a report that includes its findings and 35 recommendations for legislative action regarding the regulation 36 of family or medical leave benefits. The task force shall submit 37 the report to the Governor, the President of the Senate, and the 38 Speaker of the House of Representatives by January 15, 2014. 39 (d) This subsection is repealed June 30, 2014. 40 41 ================= T I T L E A M E N D M E N T ================ 42 And the title is amended as follows: 43 Delete lines 9 - 10 44 and insert: 45 directing Workforce Florida, Inc., to provide 46 administrative and staff support services for the task 47 force; establishing the purpose and composition of the 48 task force; providing for reimbursement for per diem 49 and travel expenses; requiring the task force to 50 submit a report to
