       The Committee on Appropriations (Margolis) recommended the
       following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Between lines 77 and 78
    4  insert:
    5         Section 3. Subsection (3) of section 327.60, Florida
    6  Statutes, is amended to read:
    7         327.60 Local regulations; limitations.—
    8         (3)(a) Nothing in this section shall be construed to
    9  prohibit local governmental authorities from the enactment or
   10  enforcement of regulations which prohibit or restrict the
   11  mooring or anchoring of floating structures or live-aboard
   12  vessels within their jurisdictions or of any vessels within the
   13  marked boundaries of mooring fields permitted as provided in s.
   14  327.40.
   15         (b) However, local governmental authorities are prohibited
   16  from regulating the anchoring outside of such mooring fields of
   17  vessels other than live-aboard vessels as defined in s. 327.02.
   18         (c) Notwithstanding paragraph (b), a municipality located
   19  within a charter county that has a population of at least 1.748
   20  million may regulate overnight anchoring if the regulation is
   21  limited to the distance a vessel may be anchored from a private
   22  residence. This paragraph expires on October 31, 2017.

   29         F.S.; authorizing certain municipalities to regulate

   32         authorization; amending s. 327.731,
