    1                        A bill to be entitled                      
    2         An act relating to specialty license plates; amending
    3         s. 320.08058, F.S.; requiring The National Hispanic
    4         Corporate Achievers, Inc., to record a certain number
    5         of sales within a specified timeframe; requiring the
    6         Department of Highway Safety and Motor Vehicles to
    7         discontinue the plate under certain circumstances;
    8         providing for repeal on a specified date; providing an
    9         effective date.

   11  Be It Enacted by the Legislature of the State of Florida:
   12  
   13         Section 1. Paragraph (d) is added to subsection (71) of
   14  section 320.08058, Florida Statutes, to read:
   15         320.08058 Specialty license plates.—
   16         (71) HISPANIC ACHIEVERS LICENSE PLATES.—
   17         (d) Effective July 1, 2014, the Hispanic Achievers license
   18  plate shall shift into the presale voucher phase, as provided in
   19  s. 320.08053(3)(b). The National Hispanic Corporate Achievers,
   20  Inc., shall have 24 months to record a minimum of 1,000 sales.
   21  Sales include existing active plates and vouchers sold
   22  subsequent to July 1, 2014. During the voucher period, new
   23  plates may not be issued, but existing plates may be renewed.
   24  If, at the conclusion of the 24-month presale period, the
   25  requirement of a minimum of 1,000 sales has been met, the
   26  department shall resume normal distribution of the Hispanic
   27  Achievers license plate. If, after 24 months, the minimum of
   28  1,000 sales has not been met, the department shall discontinue
   29  the Hispanic Achievers license plate. This section is repealed
   30  June 30, 2016.
   31         Section 2. This act shall take effect upon becoming a law.
