    3         Delete everything after the enacting clause
    4  and insert:
    5         Section 1. Paragraphs (eeee) and (ffff) are added to
    6  subsection (4) of section 320.08056, Florida Statutes, to read:
    7         320.08056 Specialty license plates.—
    8         (4) The following license plate annual use fees shall be
    9  collected for the appropriate specialty license plates:
   10         (eeee) Fallen Law Enforcement Officers license plate, $25.
   11         (ffff) Florida Sheriffs Association license plate, $25.
   12         Section 2. Subsections (83) and (84) are added to section
   13  320.08058, Florida Statutes, to read:
   14         320.08058 Specialty license plates.—
   15         (83) FALLEN LAW ENFORCEMENT OFFICERS LICENSE PLATES.—
   16         (a) Notwithstanding s. 45, chapter 2008-176, Laws of
   17  Florida, as amended by s. 21, chapter 2010-223, Laws of Florida,
   18  and s. 320.08053(1), the department shall develop a Fallen Law
   19  Enforcement Officers license plate as provided in s.
   20  320.08053(2) and (3) and this section. The plate must bear the
   21  colors and design approved by the department. The word “Florida”
   22  must appear at the top of the plate, and the words “A Hero
   23  Remembered Never Dies” must appear at the bottom of the plate.
   24         (b) The annual use fees shall be distributed to the Police
   25  and Kids Foundation, Inc., which may use a maximum of 10 percent
   26  of the proceeds to promote and market the plate. The remainder
   27  of the proceeds shall be used by the Police and Kids Foundation,
   28  Inc., to invest and reinvest, and the interest earnings shall be
   29  used for the operation of the Police and Kids Foundation, Inc.
   30         (84) FLORIDA SHERIFFS ASSOCIATION LICENSE PLATES.—
   31         (a) Notwithstanding s. 45, chapter 2008-176, Laws of
   32  Florida, as amended by s. 21, chapter 2010-223, Laws of Florida,
   33  and s. 320.08053(1), the department shall develop a Florida
   34  Sheriffs Association license plate as provided in s.
   35  320.08053(2) and (3) and this section. The plate must bear the
   36  colors and design approved by the department. A sheriff’s star
   37  must appear on the left side of the plate, the word “Florida”
   38  must appear at the top of the plate, and the words “Florida
   39  Sheriffs Association” must appear at the bottom of the plate.
   40         (b) The annual use fees shall be distributed to the Florida
   41  Sheriffs Association, a s. 501(c)(3) nonprofit organization,
   42  which shall administer the fees as follows:
   43         1. The Florida Sheriffs Association shall retain the first
   44  $60,000 of the annual use fees as direct reimbursement for
   45  administrative costs, startup costs, and cost incurred in the
   46  development and approval process. Thereafter, up to 10 percent
   47  of the annual use fee revenue may be used for administrative and
   48  marketing costs.
   49         2. All remaining collected revenue must be used for
   50  continuing education for sheriff’s office members.
   51         Section 3. This act shall take effect October 1, 2014.

   62         annual use fee for the plates; providing for the
   63         distribution of use fees received from the sale of
   64         such plates; providing an effective date.
