    4  and insert:
    5         (c) There is hereby appropriated for the 2014-2015 fiscal
    6  year to the Agency for Persons with Disabilities a sum of
    7  $18,400,000 from the Operations and Maintenance Trust Fund for
    8  the implementation of the Personal Learning Scholarship Accounts
    9  Program. From these funds, $1,500,000 shall be allocated to the
   10  Agency for Persons with Disabilities for startup costs for
   11  planning and implementation of the pilot program. For the pilot
