       Senator Soto moved the following:
       
    1         Senate Amendment 
    2  
    3         Delete lines 215 - 223
    4  and insert:
    5  the department shall consider groundwater travel time and
    6  groundwater flow levels to the spring, hydrogeology, and
    7  nutrient load. The delineation of spring protection and
    8  management zones must be completed by July 1, 2015. In
    9  conjunction with delineating a spring protection and management
   10  zone for an Outstanding Florida Spring, the department shall
   11  adopt by rule, pursuant to ss. 120.536(1) and 120.54, maps and
   12  legal descriptions that depict the delineated spring protection
   13  and management zone or zones for that spring as soon as
   14  practicable but no later than July 1, 2016. The department may
   15  extend delineated spring protection and management zones beyond
   16  any district boundary and beyond a springshed when necessary to
   17  reflect impact upon a spring from reduced aquifer levels and
   18  flows.
