Florida Senate - 2014 (NP) SR 1758 By Senator Richter 23-04240-14 20141758__ 1 Senate Resolution 2 A resolution expressing support for the successful 3 negotiation of a mutually beneficial Transatlantic 4 Trade and Investment Partnership between the United 5 States and the European Union. 6 7 WHEREAS, the transatlantic economy is the largest in the 8 world, encompassing nearly 50 percent of global gross domestic 9 product (GDP), and the United States-European Union High Level 10 Working Group on Jobs and Growth has called for an agreement to 11 remove constraints to economic growth between these two 12 entities, resulting in discussion of the Transatlantic Trade and 13 Investment Partnership (TTIP), and 14 WHEREAS, growth of emerging marketplaces across the globe 15 continues to lessen the share of global GDP attributable to the 16 transatlantic economy, and 17 WHEREAS, expansion of global trade, especially with member 18 nations of the European Union, is of vital importance to the 19 growth of the economy of the United States, small business 20 participation in the international marketplace, and job 21 creation, and 22 WHEREAS, this state would benefit greatly from the 23 ratification of a comprehensive TTIP, which would create 24 employment opportunities for Floridians as a direct result of 25 loosening current burdens on trade and free markets, and 26 WHEREAS, the successful implementation of the TTIP will 27 increase exports to the European Union from this state, and 28 WHEREAS, the Constitution of the United States of America 29 grants the Congress of the United States sole authority in 30 regulating commerce with foreign nations, and 31 WHEREAS, the negotiation of a successful Transatlantic 32 Trade and Investment Partnership will necessarily be a 33 bipartisan cooperation between state, federal, and foreign 34 governments, NOW, THEREFORE, 35 36 Be It Resolved by the Senate of Florida: 37 38 That successful negotiation by the Executive Branch of a 39 mutually beneficial Transatlantic Trade and Investment 40 Partnership between the United States and the European Union and 41 its ratification by the United States Congress is supported. 42 BE IT FURTHER RESOLVED, that a copy of this resolution be 43 transmitted to the Florida congressional delegation.
