    4  insert:
    5         (3) Notwithstanding the provisions of this section, a
    6  school district that used a palm scanner system for breakfast
    7  and lunch programs on March 1, 2014, may continue to use the
    8  system upon approval of the Commissioner of Education. The
    9  commissioner may approve the continued use of the system once
   10  assured that the confidential student records are adequately
   11  protected.
   12         (4) The State Board of Education may adopt rules to
   13
