       Senator Brandes moved the following:
       
    1         Senate Amendment (with title amendment)

    3         Between lines 335 and 336
    4  insert:
    5         Section 8. Section 348.53, Florida Statutes, is amended to
    6  read:
    7         348.53 Purposes of the authority.—The authority is created
    8  for the purposes  and shall have power to construct,
    9  reconstruct, improve, extend, repair, maintain and operate the
   10  expressway system. It is hereby found and declared that such
   11  purposes are in all respects for the benefit of the people of
   12  the State of Florida, the City of Tampa, and the County of
   13  Hillsborough, for the increase of their pleasure, convenience,
   14  and welfare;, for the improvement of their health; and, to
   15  facilitate transportation, including managed lanes and other
   16  transit supporting facilities, for their recreation and commerce
   17  and for the common defense. The authority is shall be performing
   18  a public purpose and a governmental function in carrying out its
   19  corporate purpose and in exercising the powers granted herein.
   20         Section 9. Subsection (15) is added to section 348.54,
   21  Florida Statutes, to read:
   22         348.54 Powers of the authority.—Except as otherwise limited
   23  herein, the authority shall have the power:
   24         (15) With the consent of the county within whose
   25  jurisdiction the activities occur, to construct, operate, and
   26  maintain roads, bridges, avenues of access, thoroughfares, and
   27  boulevards and managed lanes and other transit supporting
   28  facilities outside of the jurisdictional boundaries of
   29  Hillsborough County and within the jurisdictional boundaries of
   30  counties contiguous to Hillsborough County, together with the
   31  right to construct, repair, replace, operate, install, and
   32  maintain such facilities and electronic toll payment systems
   33  thereon or incidental thereto, with all necessary and incidental
   34  powers to accomplish the foregoing.
